Weak protection of primeval forests in Romania

EuroNatur calls on the new government to amend laws, declare a moratorium on logging in primary forests and tighten the reins on forest authorities

Radolfzell / Bukarest.  Romania harbours the largest old-growth forests in Europe, but they vanish at breath-taking speed. A conservation programme, the “National Register of Primeval Forests” is destined to save the remaining old-growth forests. However, the recently published interim report is more than disappointing: Currently, the register only includes about 13,000 hectares, which is less than six percent of the potentially existing old-growth forests in the country. According to the experience made by experts and nature conservation NGOs, the reasons are obvious: “Forest authorities keep withholding essential documents such as forest maps and management plans, thereby impeding the preparation of the studies that are prerequisite for nominations for the register of primeval forests”, explains Gabriel Schwaderer, CEO of nature conservation foundation EuroNatur.

In September 2016, EuroNatur partner organization Agent Green submitted studies on primeval forests covering an area of 1,929 hectares in the provinces of Bacau, Buzau, Vrancea and Covasna to be included in the “National Register of Primeval Forests”. However, responsible forest inspectors did not react in any way. “This is unacceptable, because laws oblige authorities to confirm the studies within 45 days,” says Gabriel Schwaderer. Therefore, all these paradise forests remain under imminent threat by logging. In the coming winter, they could fall victim to chainsaws. A ‘forest protection regulation’ passed in July 2016 only aggravated the situation, as no studies can be submitted and areas examined between September and March. 

While the July regulation by the interim Romanian government, whose mandate will end with the parliamentary elections on 11 December 2016, had finally created a legal basis for the protection of primeval forests, it has major flaws: The regulation is complicated and still allows logging, even in strictly protected virgin forest reserves, for example ‘conservation’ cuttings after windfalls. “In a country like Romania, where corruption is pervasive, this opens the door to continued destruction of old-growth forests,” says Gabriel Schwaderer.

EuroNatur therefore calls on the future government of Romania to urgently come up with a comprehensive logging moratorium for all the potential primeval forest sites in Romania until they have been scientifically examined. “We also urge the incoming government of Romania to immediately and thoroughly repair the legal basis for the protection of virgin forests in Romania. A law that allows logging of old-growth forests through the back door is unacceptable,” Gabriel Schwaderer concludes.

Save the virgin forest of Boia Mica!

One of most valuable primary forests of Europe is threatened by logging.
Open letter by EuroNatur, Agent Green and scientists to the Romanian Government.

The Boia Mica Valley is situated in the midst of the Fagaras Mountains, Southern Carpathians, and is one of the last strongholds of large European wilderness sites.

No trail leads in to this unique wild valley. International reserachers found 500 years old beech trees there. Although its located in a Natura 2000 site, the huge “paradise forest” is not protected from logging yet. Together with our Romanian partner organisation Agent Green and renowned international forest scientists, EuroNatur in an open letter calls on the Romanian government to act urgently and to save Boia Mica, which is a natural treasure of European significance.

There are hardly any primary forests left in Europe. As the one EU Member State where more old-growth forests survived to date than anywhere else, Romania currently still harbours 60% of the continent’s remaining old-growth forests in the temperate zone (excl. Russia). But this unique natural treasure is dwindling away: Over the past ten years, vast areas of these more than 6000-year-old forest ecosystems have been destroyed. Many of these primeval forests have been cut down illegally.

EuroNatur, Agent Green as well as  scientistst from Germany, Czechia and Romania urged the Romanian with an open letter in November 2016 to take action.

Romanian forest conservationist received EuroNatur Award 2016

Radolfzell/ Mainau Island (Lake Constance), Germany. “For all the massive deforestation happening in Romania, the country still is the last within the European Union to harbour substantial areas of really primeval forests. That’s what I am fighting for. I will not rest until Romania’s paradise forests are safe”, says Romanian biologist and campaigner Gabriel Paun. For this outstanding commitment, today he received the EuroNatur Award 2016 on Mainau Island (Lake Constance).

“The destruction of the Carpathian old-growth forests is a European issue and a concern for all of us. This unique European natural heritage is being destroyed for short-term profits, largely illegally, in spite of national and international conservation provisions,” says Christel Schroeder, president of nature conservation foundation EuroNatur. Week after week, thousands of trees are being cut down – many of them in areas that had been untouched by man for centuries and that are among the most magnificent forests that we have left. “By giving this year’s EuroNatur Award to Gabriel Paun, we send a clear signal for the protection and against the destruction of Europe’s last primeval forests. We are honouring his courage in uncovering the scandalous deforestation and his braveness in fighting a seemingly insuperable opponent,” states Christel Schroeder on the reasons for selecting this year’s laureate.

The Romanian authorities are not strictly enforcing the primeval forests’ legal conservation status. Not even if they are situated in a national park or an area protected by EU laws, centuries-old giant trees are safe from the chainsaws. Romania currently still harbours 60% of the continent’s remaining old-growth forests (excl. Russia). But over the past ten years, vast areas of these more than 6000-year-old forest ecosystems have been destroyed. The wood is also being sold in German DIY stores.

  • Gabriel Paun is a Romanian biologist campaigning for nature conservation and animal protection. Working for Greenpeace, he was instrumental in achieving a ban of genetically modified soy in Romania. He’s also active for Four Paws and Animals International. For many years he has been campaigning for forest protection. Among his achievements is a halt to illegal construction works on route 66a through Domogled and Retezat National Parks in Romania which harbour some of the last primeval beech forests of Europe. Since 2009 Gabriel Paun is founding president of the Romanian nature conservation NGO Agent Green.
